Emerging Downtown DLC installed but doesn't appear in game?

Just purchased this DLC and it seems to have installed properly (and appears in my library), but it doesn't seem to appear in game. (My understanding is that it should be under the Districts tab?) I've looked everywhere and don't see it. Any suggestions? Thank you!

think it's district style that you have to choose for a district

You have to paint a district on the map, then it is given a generic name. Just click the name and you can select the style there, along with changing the district name if you want.
