If it used to work the way you want it to and just stopped working for some reason. I suggest you try validating your instillation files, rebooting your system and restarting CS again. Files (especially Windows files) have a habit of getting bound up now and then. If that doesn't help go ahead and try OJB's suggestion. I forget the file specifically, but there's one simple little file that you have to delete when that happens. It's in the cities skylines folder... it's one of the cgs or json files but I can't remember which...
It's the gamedata or gamesettings or something like that that's part of the game and not from a mod.
Doing a search for that might lead you to the right answer. Sometimes if you're zoom or mouse isn't working properly this is a simple fix.
REMEMBER to copy the file to desktop before deleting it once you do figure it out just in case. This is a problem that comes around once in a while.
BUT it's as simple as deleting the file and then restarting your game and it reloads a fresh copy that isn't corrupt just as deleting the paradox launcher does. GOOD LUCK

First off I have the Zoom It mod which gives me full map zooming. If I turn the mod off I only have partial zoom in-game. Not a thing.
My Skylines folder that you refer to is full of Mod files.
I did find two (.cgs) files (userGameState.cgs) & (gameSettings.cgs) that I did not recognize.
Starting CS with (gameSettings.cgs) removed the file was replaced and after starting "game" I saw no difference. With limited zoom.
Starting CS with (userGameState.cgs) removed the file was replaced and all mods had been turned off. Then after starting "game" I still had limited zoom.
I then replaced both files with the original version turned zoom it on and everything went back to normal again.
My question is does either of the file names I mentioned or the results I described ring any sort of bell with you?
If this file goes missing the game will default a new reference copy of this file. This file is created by the computer at install.

This is a ledger of activated mods.
The .json files are in this case to communicate with Steam or the workshop.
Ether way these files should not be messed with or edited by players. They need specific software to view and or edit them. They are not like .cfg(config) files that can be edited by windows apps.
In this case there is little info other than knowing there is a ledger file.
In the future, if this happens again. I'd uninstall the zoom mod. Then delete both those and the zoom it mods config file (all 3 files) and reinstall zoomit and it should fix the problem... Sadly It's been a while since I had that problem and it might be annoying to reset all your mods but if it works that's the pay off. Good luck
Probably tomorrow I'll repost the instructions for a proper clean un-install/re-install incase you ever need that. But at this point I don't think you need that. That's alot of work if you have a lot of mods/assets
You are absolutely right. I'm no where near needing to reinstall. Only trying to locate the file you suggested in your previous comment. As you still appear unable to recall the name of the file I will not trouble you any further.

What the hell are you even talking about? Who said anything about editing any files?
Who said the OP was using mods that need such an approach. Never the less I suspect neither of you are programmers, coders or script writers or have any knowledge of what these files do that you are experimenting with. I was shedding some knowledge on what was being messed with. Focusing on the editing point is your failing or narrow vision issue. I was just supporting a warning since people are messing with things they don't understand.
