Snowfall, in addition to adding the Winter Theme, it adds new Street Cars to Public Transportation.

Plazas & Promenades - this adds Pedestrian Zones which is extremely useful. You also get a bunch of new assets and 3 new Districts specializations.

Natural Disasters - I don't really care about the natural disasters, some people like them. But I like this DLC for the Helicopter facilities. The Fire Helicopters are super useful for managing random fires in the city in diverse areas.

Match Day - When you pair this DLC with the Stadiums CCP you get some more HUGE Assets that have some very fun functionality. There's also a bunch of Workshop Assets that use the Match Day DLC.

Mass Transit - This is a great DLC to obtain some new Road Assets that are Vanilla base game assets so they will work 100% tested. Not to say the Workshop isn't reliable, but having Vanilla assets such as the Asymmetrical Roads in this DLC could be seen advantageous to some players. Not to mention you also get some great terminals with this DLC.

Airports - I really like this DLC because it assets in the ability to customize Airports a lot more. You can already do this with the Workshop and not have this DLC, but having this DLC really opens up gameplay in the air.

After Dark - This one is awesome for so many reasons. Visually it does the most. It has some more large Assets and adds more Specializations. After Dark is arguably a "must have"

Sunset Harbor - This adds in the Fishing Industry which I think is a great add to the game. Theres a bunch of other really fun Assets with In-Game functionality with them.

Hotels & Retreats - The Hotels in this aren't really the best DLC but they do provide some cool looking Assets and is a new income source. These add another layer of complexity to the game and can be fun to add into Cities.

Parklife - There's a lot of really cool Assets that come with this one
Green Cities - Same comment lots of cool Assets.

Financial Districts - I like having the new Office Specialization and all the Assets that you get with this. The Stock Exchange can be another income stream as well.

Campus - I think building the custom universities is extremely fun

Concerts - Nothing really special about this DLC but the Assets with this one are a great way at providing entertainment en-mass, similar to Match Day DLC.

As for the Content Creator Packs - As I said above having Vanilla Assets is very advantageous to a lot of players. Especially on console where there is no Workshop. Each of the CCPs have Assets I really like. But the Workshop has a plethor of alternatives to all the CCPs. But I think the CCPs are worth it.

For beginners? I think it to be overwhelming to have all DLC's for beginners. I have been playing since the beginning and I have yet to have all DLC's, but that's a choice of mine. There are some I simply don't wish to have.

I personally enjoy all of the DLC and am happy with every purchase. I own the entire collection except for the radio channels.

Okay, so let's assume that I want for example some new parks, transports and extended industry maybe? What would you recommend me to buy from DLCs in this case? Thank you for your involvement in the topic!

Thank you very much for that long answer! I think I will decide to buy single DLCs. Kind regards!!

I thought I saw a package with the Industries, Parklife, Mass Transit and After Dark DLCs combined for a decent price on sale. Industries and Mass Transit are 2 to start with (see above). After Dark adds bicycles and night life to your city. Bicycles are a way to get your cims out of their cars and onto another transportation mode that will take them farther than walking and is a way to get tourists to stay in your city longer, thus making more money.

Parklife adds a way to bring more tourists in as well.

When getting new DLCs, turn off all but one and learn that before adding a new one to learn and how they interact with the other parts of the game you are playing at that time.

You're right, I just found this package. Thanks for the tips! Regards!

I'm not a beginner at all (500+h), but I still don't have all the DLC and just slowly add them. I miss Sunset harbor for an example

You don't need all of them in the beginning

Buy the base game only, or at most a handful of good expansion DLCs. The game and all DLCs go on sale all the time, so if you judge you love the game and want more, then you can simply wait for the next sale.

when you want achievments , but the game is pretty hard

It is supported by the devs and Steam, Epicgames, and most major stores. The usually have the best deals.

Short answer; Yes, but as a beginner I would advise to play by vanilla rules 1st in terms of when things become available if you decide to do so. Otherwise it can be, as already said, masively overwhelming!

I own all official (Colossal Order created) DLC and most CCP's. Most I bought from external key resellers for bargain prices (especially when CSII came out, everything got really cheap as in 25-35% steam prices!) Altogether I paid less than € 100,- for everything and that includes the main game...
I know many are (still) hesitative to key resellers but because of Customer laws pretty much any EU based ones, can be trusted (and sell Global keys).
Not sure I'm allowed to mention them but usually I buy most if not all from Poland headquarterd www.gamivo.com?glv=3vvzyeyo
Never had any issue and when I accidentally made a mistake by buying an X-box version game (playable on PC nevertheless, but with Xbox restrictions) they were quick and willing to correct it! Even when I already had used the key I was able to exchange it for a PC one...

Be aware however that:
A) Prices have gone up again since CSII isn't a great success thus far, although most CCP are roughly €1 atm)
B) Make sure to select Steam 1st
C) You'll need at least 32 GB of RAM to play with all DLC + most CCP (any new game for me loads roughly 20GB initially including some (but few) custom assets and 'quality of life' gameplay mods.
