Report a translation problem
- Your coal power plant is alongside a road that isn't connected to the highway.
- The road alongside the coal power plant might be connected to the highway, but wrong use of one-way roads can also cause a truck not to find the destination.
- You've got very bad traffic flow. Your trucks are stuck in traffic and cannot get to the power plant in time.
You need to address these issues if one or more are indeed the case.
Alternatively, you could use Wind Turbines instead.
Being close to generic specialised coal producing zones help. Warehouse too.
In the beginning of the game, there should be enough coal sources to power up the power plants. Even I could place 4 coal power plants in my first tile map without that issue.
As the game progress gradually and your citizens increased, the more advanced & more efficient power plants will be unlocked (like solar power plant) and you should leave(a.k.a, demolish) the coal one.
Another source of problem could be like what MaxFX said. Bad traffics would cause many problems.
Below is a short video of one of the main reasons for deliveries of fuel to be late and ideas to fix. Like moving power plants to industry area, since delivery trucks frequent industry first.

This could get expensive very quickly and use up a lot of money early game. It's better to plan your layout a little better so oil and ore have better routes (or placed more strategically)
I place mine at the highway entrance and in my industry.
If you have a very large city, then it could be you are hitting the vehicle limit.
If you are willing to use mods, you could use the Infinite Goods, and this problem, and anything else that requires goods or materials to be supplied, will be gone, independently of the reason why the power plant has no fuel.
