And You can check look the nVidia panel ---> 3D settings ---> Max frame Rate
If "Max frame Rate" is enabling, check look does it set to 45.
I just started a new city... I don't recall that I had such a low fps the last time I played the game
Im in a bit of a similar situation . I used to get high 40s low 50s , not played for about a year and now im skimming low 20s at best.
No idea whats caused it

I will try the FPS booster and patch load mod ;)
You can use graphic mods like dynamic resolution or ultimate level of detail to get your FPS down to a more sensible level.
jokes aside I am not sure if you are really asking for advice or if you are just bragging with your fps... 45 is ace for this game.
They're not bragging, with even new release games with that GPU you can usually get 100fps+ on high/ultra settings at 1080p or 1440p. So some people will wonder why this game struggles so much. i know the reasons why, I'm just pointing out why it frustrates people who buy the best and don't get good performance pretty much just from this one game.
I have a 10900 and RTX 3080, pretty much the best of the best you can buy right now and even with FPS booster and limited mods I'm averaging 40-50 FPS zoomed in on a 10k population city.
Agree though that you don't really need high FPS, but I like everything to run at 60FPS minimum or I feel frustrated when frames are choppy.
Workshop will make it worse. So if you use workshop, you are doing well.
optimization and fps just suck, been a known problem for years now.
Hopefully (if ever) they make a cities skylines 2 they go all out and make a highly modable stable engine, and please for the love of god stay clear of unity engine.
