And there was also another mini-game called SimCopter, that gave you missions flying a rescue helicopter around the city, but that was pretty clunky.

Yeah, that's the mod I was talking about. But it's still in Beta and according to some folks still a bit buggy, which is why for the time being FPS Camera mod is still my go to mod for exploring my created cities.
