You do not have to be constantly connected to internet to play with mods - you only need to be connected when you start the game ( load to the main menu ), after that, untill you close the game, you can play without internet connection just fine. So if your internet is out for like few minutes or hours you would probably be fine as long as you dont close the game, because once you do and you try to start it again ( without internet connection ) the mods will not load.
That is, unless you move them to some special folder - there is a way to have mods even if you are offline, basically you move them to some special local folder for mods which will allow you to boot it up even without internet connection - I did not do this so I can't tell how dificult it is or how to do it, but there are some tutorials here on steam. I would recomend searching in Cities Skylines steam forum for: ,, Playing with mods offline '' or something similar and sooner or later you will find someone explaining how to do it.
