Freeway off ramp
I have the freeway connecting to my first road into the city, but the left lane has a turn arrow that makes cars just uturn right back onto the on ramp exit from my city. How do I designate that lane to continue into town in the left lane of my nice new 2 lane road. I've seen the videos of people using little colored lines to connect traffic lanes but they don't say how they do it. I just have vanilla game.

That's done with a mod:

If you want tips on how to use it (or other traffic fixes) look up this guy's city fixing videos:

Personally I would just use the lane connector tool on the entrances to the highways. It's pretty easy to mess up your traffic while thinking using it will help.

 to this -- it's really easy to screw up your city by using it wrong.

Ideally you'll be in a situation where you can just hit Ctrl-S on the junction and it'll add them correctly. Doing anything other than that can get you in trouble.
If you want a Vanilla solution, widen the road before the split so you've a dedicated turning lane. (Eg 3 lane highway -> 2 lane highway and 1 lane offramp or 3 lane highway -> 4 lane highway -> 3 lane highway + 1 land offramp).

Then let the 1 lane off ramp lead into the two lane road. You can try having a 4 lane highway into two, 2 lane highways, but in my experience the AI will consistently not use every lane.

You'll get best results with Traffic Manager, but it's important to cover the basics in Vanilla. )b

What is the lane connector tool? Where do I find it?

Ok, something that should be addressed or at least not ignored. The reason traffic is heading back out to the highway is NOT because you have a U-turn lane in place. It's because they have a need to go the other way and that U-turn lane allows them to do so. Also with 4 hrs experience on the game I strongly advise against using Traffic Manager. Learn the vanilla way first. It has been mentioned you can mess your city with mods if you don't know how or when to apply them.
The other vanilla thing you can try is separating your on ramps from you off ramps. Sorry I don't have a screenshot of one of those. I don't let the left turn arrow bother me at ramps for traffic does not take the U-turn option in my cities. They did at one time but since then I have corrected the issue and am not bothered by it any longer. I don't use Traffic Manager.

EDIT:
@3:00 in the below clip I show a separated interchange. That is the on ramps are separated from the Off ramps.

It's part of the mod I linked. Watch those Biffa videos. He'll explain how to use it.
