How can I attract more students to my campus area?

have a campus area with good attractiveness, a number of academic works but I seem unable to gain extra students and keep them. I have engaged all the policies on the campus to try to attract more students. There are public transport lines running to the campus. I have many people in my city eligible for university and in the residential district closest to the campus I have education boost policy set.

What can I do to attract more students to my campus so that I can increase the number of stars for my campus?

Students are affected by the educational policies of the district that they live in, not the district with the school. Try making that one city–wide instead.

Do you have any vanilla universities in the city? Those tend to siphon away a lot of students from campuses.
