also, are both games on the same drive? not all drives are the same, and cant run the same games the same way.

Correct, if it doesn't work now, why would it work later? It either works or it doesn't.
Did you make the cities.bat file?

Did you create the cities.bat file?
All you need to do is make the cities.bat file.
Open notepad, type in:
start Cities.exe %command%
Then save the file with this exact name:
Cities,bat
Now just copy that Cities.bat file to where you installed the cities: Skylines game.
The if you installed Steam on your C: drive, then copy the Cities.bat file here:
C:\Program Files (x86)\Steam\steamapps\common\Cities_Skylines
Now go to Steam and then your Library, find the steam game listing on the left sidebar and right click the Cities: Skylines icon and select properties. now just paste the into the launch options box. If the box isn't empty, then erase all of the text in the box first.
