You really need a RAM upgrade. 32GB is perfect, you can probably get by with 16GB.
In loading screen mod, there are several options.
From "General" tab at the top, scroll down to the "Loading options for custom assets" and make sure you uncheck the "Load Enabled Assets" option.
This will prevent you from loading ALL assets.
Now Make sure you check the mark for the next option called, "Load Used Assets"
This options means it will load only assets that are currently placed on the map.
This should free up a lot of memory, assuming you haven't placed all assets in-game yet.
This should free up enough memory for you to continue your city until you can get more RAM.
Virtual Memory is the total memory used on your system.
You have 8GB of RAM, plus 75GB of page file memory (from your slow computer drives)
This gives you about 83GB of total memory. 8GB + 75GB = 83GB
You cannot add new assets to the game until you upgrade your RAM.
But I advise you to unsubscribe only. adding anything more may break something.

Max Memory Size (dependent on memory type) 128 GB
Memory Types DDR4-2666, LPDDR3-2133
Just make sure your RAM is either DDR4 or DDR3. Only one type will work on your laptop.
P.S. Not all of my VRAM are solely from my hard drive, 4GB of it are from the SSD (which is used to quickly boot the system up)
Please post the laptop make and model number. It should be on the sticker on the bottom of the laptop.
I just recalled that VRAM stands for "Video RAM", not "Virtual RAM"...
