Yes and no - After XP, Microsoft decided to use UAC to lock off admin rights by default, hence the constant popups every time you try to do something. So while your user might be an administrator, UAC will still prevent everything from running as admin by default unless you disable it.
That being said, once Steam has been launched once with admin rights, it will retain them - and it needs them to do certain things in the operating system.
All you needed to do was run the installer with admin to avoid the constant pop-ups every time you wanted to use the program. And you still had full admin rights, UAC just tried to interfere. Luckily it was easy to turn off in security settings.
That being said I noticed the user is not even playing Cities skylines. He's trying to play a game called Shell Shock that is still in alpha testing. He's always going to have issues and he'll never get any real help here.

You may have to reinstall windows.
Here's a link to MS to get the latest version you need (windows 7, 8.1, and 10 only). Make sure you get the 64-bit version!

You'll need a 4GB USB to create a windows install disc (Flash Drive). You will download the MediaCreationTool.exe file to run and create a usb install disk.
Make sure to backup your pictures, documents, etc.
If you want to try and fix things, then you can go to Avast websites and they will walk you through recovering your windows. You may end up needing to reinstall anyway, but maybe you can fix it.

its nto that big of an issue, other stuff can be run as admin, and i dont have viruses.
this guy ran into the same issue, and i would like to know how the original poster ran admin.
Well, I just asked you that, and you said all games have the issue.
And no you don't have the same issue as poster. You are running a completely different game. A game that is in testing still. He also is able to run as admin. It just doesn't help him and his issue. and I already gave you the solution to running as admin. You must be doing something wrong. You either can, or you can't. there is no in-between. You can only run executable files as admin. It doesn't work on any other file type. Make sure it is the proper file you are attempting to run as admin.
You should be in the Shell Shock forums seeking help. You will find no solution for that game here in cities skylines forums.

ShellShock Live uses the Player.IO framework to handle network and multiplayer features. I’ve been in contact with the developers about these errors, but unfortunately don’t have a concrete fix.
Directly from Player.IO on ReceivedBytes == 0 error:
“It's a pretty low-level error message that indicates that the Multiplayer server tried to read network traffic from the client, but got 0 bytes for whatever reason. It's most probably the result of an underlying network problem, but it shows as an ugly error message. I unfortunately have no tips for those kind of errors, it's really difficult to know what's going wrong without sitting with the user's device on the user's network. In many cases, it might also be out of the user's control, it might be something their ISP is doing. Impossible to tell, sorry.”
Here are a few things to try if you get these errors:
Try disabling your firewall and antivirus. Many players have mentioned to me that doing these fixed the problem.
Again, try running ShellShock Live in admin mode. Instructions above in the ‘Lost Connection’ section."
Or you may want to get a refund. You get 2 hours of play time. It ironically has you at 1.6hours and you haven't been able to play yet. Refund before it's too late.
oops, forgot to tell you that you may need to allow this game to the internet through either your router, or more likely, your firewall. Those two will block internet access more than anything.

But the windows 10 layout is a tad different when trying to turn on administration if thats what your having issues with here.
Simply right click steam, select properties, go into advanced, and check mark the box that says run as administrator.
I know previously you had to go into Compatibility to do this, so I hope this is useful to you (or whoever else happens to pop into this discussion as It is the first thing to pop up when looking up the issue).
