They're both good and I enjoyed playing both.
While SC2013 is no longer supported by EA and therefore out of date, Skylines is 4 months old and has tons of community content and ongoing development and support from CO.

I won't go into detail about the pros and cons or differences between them as ultimately, for me it's about how much fun I can have playing it and for how long - replayability value.
In terms of replayability, I clocked up a couple of hundred hours with SC2013 and haven't looked at it again since January, this year and I doubt I'll ever play it again. On the other hand, I've played almost 600 hours of Skylines since release and can foresee myself playing it for years to come.

I love and loved SimCity, but finished my experience on a high with SC4. C:S is a completely different animal, and as @grapplehoeker suggests - it's community generaed content will continue to explode with options, let alone those from future DLC releases. So, I never pplayed SC5 as you descirbe it, but I can honestly say that I adore C:S. I too have racked up many many hours. When I tire of a city, the game subconsciously creeps up on me with ideas that I can try in a new city. It is a beautifully sinister game in its ability to captivate and astonish!!

My opinion - try C:S as I don't think you will suffer any lack of rewards from it, but I say this having not played SC2013. Good luck in your choice!
If you enjoy tiny map, and linked city, then SC. If you enjoy large map but no link between cities, city skyline.
Also SC is more a gestion game, while C:S is more a build a city game.

Then you have the extremely important mod community, free content and future paid dlc for c:s.
SimCity is dead and buried for me. "5" wasn't nearly as fun to play, and the content side of things was lacking. CSL delivers on both fun and content better than SC does.
Simcity2013 was more a difficult" imo
SC:S is more a sandbox game because you drown in money
SC'13 looks pretty, but EA destroyed and removed everythign that made the game fun to begin with.. And i wil NEVER forgive EA for that.. If you must go with a "Simcity" brand game, stick with SimCity 4, It's far superior to SC5 ('13).. SC'13 is severely limited to very small build areas, Water pipes, power lines,highways are gone.. You can't terraform or make your own maps.... Skylines is not perfect and could use some polish in areas, (Brigdes), but it's far superior to SC'13 in my humble opinion...
SimCity2013 is crap...It's a village simulator.
SimCity 4 was good, and SC3000 / SC2000 were also pretty good at the time, but starting with SimCity Societies it's basically just been sequels to SimTown but under the SimCity name. I never liked SimTown myself, I gave Societies a try but didn't like that either and I haven't even tried SC 5 as the always-online and small map sizes put me off, plus I've been burned by EA too many times before.
Cities XL looked promising but it was an unfinished game when launched missing even things like buses. Years later it hasn't really changed much. It still doesn't have cycle lanes and other things that were promised before the first release of the game years ago.
Skylines is awesome in most respects and will likely get even better through free updates, DLC and mods. I'm not as keen on the graphics as the other games but it makes up for it in other areas.
I forgot to mention in my previous post.. Simcity'13 is very similar to Simtown & Simcity Societies.... You are limited to building neghborhoods separated by vast empty space connected by by Un-editable highway connections.. Did i mention you CANNOT terraform or make your own maps...
To put it lightly, i refused to buy SC'13 based on reviews (Read Amazon Reviews) and what i had seen/heard.. But, one day i found a new & sealed copy of SC'13 and the COT expansion at my local goodwill store for 3$... I still feel like it was a waste of 3$ and hard drive spase.. To top it off, read about how EA shuttered and closed the Maxis studio becasue SC'13 was simply that bad...... So, forget about future support for the game... They basically Killed one of EA's cash cows....

Simcity got a lot right, limitng the size was the bullet to the head, but it's an aethetically pleasing game, the visuals are crips and sharp, the colors are bright and contrasting, its a wonderful sountrack, and I personally liked the module system, it allowed me to add my own flavour to my limited city, and I think shrinking your experience down to the individual sim level with the modules mightve been a goal, idk, I know it's fashionable to hate simcity, and yeah absolutely it will never live up to the giant of simcity 4 but it still got a lot right IMO, especially the look of it all, in that regard I believe simcity 2013 will always be better than skylines. Simicty is polished, yeah its polish on a notso attractive statue, but its still polish, the menus, the soundtrack, the visuals, the UI, the overlays, its a very specific art style and I think in that regard simcity will always be more colorful and just fun to look at, skylines has always felt to bland to me, and some of the buildings, even down to the individual people, still have that feel reminiscent of the cartoon styling of simcity, and I don't think it works. I like simcity 2013, maybe nostalgia, maybe not, but I'll probably still pick it up for 45 odd minutes every now and again. Simcity 4 however, will never die, it just won't. The game is a legend, almost perfect, and yeah its old, graying, and cracks are definitely showing, but 4 has probably the biggest cult following I've ever seen, even immediatly (and probably long after) the release of skylines, simcity 4 city diaries (some seriously good casual reading btw, definitely reccomend, and skylines won'tever fit into the city diary for me tbh) are still being, and I think will continue to be, updated. The fans are dedicated, hundreds of mods allow you to do literally anything, want to make a scale model of San Fransico, right down to the street placement? I've ♥♥♥♥♥♥ seen it done son, people have built city's with rich and storied history that they've written (Saturnia anyone? Or how about the Region of Salem?) I think the appeal, for me at least, of simcity 4 is living up to the couple hundred page journals of Saturnia, or reading about the ficitonal baseball teams that tie the people of this videogame city together, Simcity 4 doesnt breath, it doesnt feel alive, especially with how old it's gotten. But people make it breath, people give life to an incredible game with screenshots of little france, or their complicated interchange that took them months to perfect that only works in that exact spot, this is the legacy of Simcity, not the nostalgia, not the fact that its old and almost decrepit, but because of the people, and I know I'm being emotional, but simcity 4 was my childhood, my teenage years, and it was with me through most of the big events in my life. This is something that will never happen with cities skylines, it lacks the emotion to me, the fire, it lacks the passion, its a great game, but that game gives me nothing, and even if it was the perfect city builder, shooting for realism as hard as skylines does (not a bad thing) leaves behind the opportunity to form real genuine emotional connection to your city and the lives of its inhabitants. 4 was released in a time when it was hard to get your hands on a good game (compared to now at least), so to see how quickly so many people formed such a valid attachment to Simcity 4 makes it clear why it will always be one of the greats, people will always be construcing their own little mountain paradise, or island canal metropolis,and writing about it, the greatness comes from what simcity has given to people, the gameplay is dated, the UI is clunky, the controls are strange and would pass as laughable in todays theater, but people will always write about it, to fill in the void where 4 can't reach, to talk about the individual sims and the lives they led, about the rancher fighting a legal battle in his town over zoning rights, or the local basketball team winning the conference, it sounds dumb, it sounds emotional, but this is the legacy of one of the all time greats, one of the kings, to talk, to write about the people and the simple, yet perfectly beautiful lives they will always lead. Rant over.

Skylines by a mile.. BUT.. I do miss a few things from SC4 (or 5) which make the city builder feel more like a game.

1. Specialisation and upgrades: Ie: Processor Plants, Different mining upgrades (TRADE HQ's etc).
2. CRIME! Loved seeing cops actually chase crims.
3. CASINO Revenue statistics.
4. Class system (LOW-MEDIUM-HIGH) in..
5. University Projects
6. FIRE AND POLICE HELICOPTERS..YES!!!!
