Dense reisential not skyscrapers?

Is anyone else having this problem? In a city I have maxed out everything in dense building(leisure, education, public transport, medical, death care, fire, police etc) and building are saying they are at max level but they keep looking like this...

Are you on the European theme?
THere's no skyscrapers in the European theme.

That's clearly not a European theme.

@Darkhonor if your high density buildings have reached level 5, then that is as high as they are going to get. When viewed from street level they are certainly tall, but perhaps not 'skyscrapers'. If you want those, then subscribe to some from the Workshop.

That's not the right city... Dualis is the city working properly. It might be European theme... here is the correct screenshot...

I just checked, it WAS a European theme... thanx for the info Slye, I'll keep that in mind in future!

There are X amount of skyscrapers, and for it to be built certain criteria most be fulfilled:
Level 5, albeit some can exist at lower level.

Land value, even if your land value is not at max, a level 5 buildings can still exist, so my bet is that when land value is maxed it will rebuild to another building.

Size of the tiles, while this is least of your problems, try to have 4x4 tiles when creating zones, this will guarantee you the biggest skyscrapers.

Also i noticed that High Tech Housing,Small Business Enthusiast and Big Business Benefactor increases the skyline considerable...this is perhaps due that there is a larger amount of skyscrapers in the High Tech housing "folder"....

Fulfill these 3 criteria and you WILL have the best and tallest skyscrapers.
Also, dont be afraid to download assets to add grow able user made skyscrapers, will just give you a lot more variety :)
