That policy is the only one I've never used and now I'll definitely give it a run. With that amount of increased productivity and a reduction in imports means it will be a very useful policy. Not only would it mean I'd have to zone less industry to supply my commercial but it wouldn't create as much import traffic either. Or at least that's the theory, I'm going to test it out. I'm not interested in export revenue at all, as Grumpy stated, it's negligible at best. I always try to maintain a good balance by minimising imports and exports as much as possible but maintain supply for my commercial needs.
also, use district tool with industry / commercial and then active LOCAL policy for it, dont just active global, or sometime you will hit the "not enough buyer" or "not enough goods to sell" and suddenly everything go abaddon. Turn on a district, watch and monitor to see if there is sudden problem; after you are safely sure nothing is wrong, go to next district.
also recommend using Infinity Oil/Ore to make your specialized industry keep running forever, or they will run out and create extra import raw material, which is .. stupid (only generetic industry needs to import raw).
I dont understand what you mean with the local/global. is that district, how will that help. Na i did build an extra cargo port and cargo train with easy highway access but my industry profit was still lower than t was before. Even though my exports were skyrocketing
Global policy: affect whole map, except district with its own policy.
The point is to control the affect of policy on each seperated place, one of a time, and monitor the change, solve problem if has. For instant: you want Industry Space Planing policy on Generic Industry only, not Specialzed Industry (oil, ore, farm).
Edit: if you have more export goods than before, means the cost for double the goods is more than the amount of extra goods being sold to comercial. Draw a district on HALF of your industry, and active Space Planing only on that part.
