How many blocks can be baught
Well. every time a milestone is reached a new block is available to be baught, so no new block can be baught after monuments are unlocked?

You can buy a maximum of 9, including the first one you started with.

You can buy all remaining 16 tiles if you have the 25 Areas purchaseable mod, which is a must.
