Personally, I wouldn't buy the game for your system unless it was dirt cheap so I can try it or planned to upgrade to a better pc. Even if it did run you'd be frustrated pretty quick.
On the plus side, it will run on the laptop, but don't expect more than 2 or 3 tiles of city before it starts lagging badly.
Personally i think his money would be better served by saving up for a new machine.
Depending on how much the game costs it's really gonna be up to you. Personally I'd wait for a while whether it's on sale or not. because they are about to release a bunch more DLC'S with "free content" that will be added to the game making it even more bloated for lesser pc's.
Depending on whether they actually give us better ingame tools or optimization, which right now doesn't seem very likely, you might want to wait around until cities skylines 2 launches and see if either of them will be better suited to your pc by then
i doubt you'd even get into the game let alone having any frames per second to use. No i wouldn't expect your potato laptop be able to play it and it would likely melt itself trying to.
get a better laptop if you can before thinking about something like CS1.
