What finally did it for me was to go to Steam > Settings > Downloads and make sure the box for Limit auto-updating schedule was UNCHECKED. I found that one in the comments of the reddit post at the end.
But there are other possible solutions. Here they are:
POSSIBLE SOLUTION 1
Go to your steam folder (e.g. C:\Program Files (x86)\Steam\SteamApps\workshop) and delete the appworkshop_255710.acf file. Do a 'verify cache' (as described in link above) again and all mods will get downloaded again.

By the way, the first time I had this problem, it was the local LUTs files issue (from the guide above), which was really easy to fix, so maybe check that before doing all the other stuff.

Open up the game. Alt tab to Steam, go offline. Open up the game, exit out. Restart steam in offline mode. Go online. Open up the game. Check the mods, if you don't see any, hit F5.

I had a similar issue of the required mods not downloading when subscribed to them. This worked wonders for my game!
For verifying the game files, right-click on the game in your Library, select Properties, select the tab Local Files, and click the button to "Verify integrity of game files..." - this usually takes a little while.
