The empty roads are pretty self-explanatory?

Depending on the length of the expressway your city is connected to, it can take a few days for people to get there from the ends of it. I've seen a few cases where this has occurred.
Also, there's a mod you might need to get that allows you to edit your cars. If you're using workshop vehicles (vehicles found on the workshop), some of them have "accelleration" and "braking" set to 0. They move, but very very very slowly. Almost like some cosmic joke, really. I think this is mostly older vehicles. If you can find the mod (I don't remember it just now ... will someone please mention it if you know?) you can go through your vehicles one at a time until you find the offending vehicles and give them some accelleration and braking. That could be the problem and could resolve it. :-)
Except for the complete lack of complaints about either.
Advanced vehicle has been installed in the past also subd to nice new models of cars from the workshop so not wanting to see the cars that come with the game they had been disabled all assets have been cleard from the workshop leaving only the normal cars available for the game. so when mods are loaded back on and you start a new city the game has no cars to span as they have been disabled in the past . removing the mod and reinstalling it will not reset it as it must save the info for the disabled vehicles so all you do is load the game go into advanced vehicle options and turn them back on so they can span again cars back within 30 seconds.

I have similar problem - no cars on map default highways, no train on map default rails, no people moving to city, new buildings showing up, no new people coming to town.
I have several connections to intercity roads, i even have both rail stations.
Tried creating several new cities - problem remains.
I have few mods active, including:
- Network Extensions
- Automatic Bulldoze
- First-person Auto-walking
- Traffic Manager: President Edition
- few less important
I HAD:
- Extra Train Station Trakcs
- Advanced Vehicle Options
- City Drive
.. but i've disabled them to test if something has changed.
What is weird - i saw FLYING trucks with wood and other cars in air.
It's like they went to air instead of road/rails...
Maybe share a saved game in the workshop to see if others have the same problem?
Edit: running the same save with --noworkshop adds traffic back...
I wonder which mod is making this mess...
I've tested game with both launch options. --nomods still allows to ppl come to city, traffic works (so assets is not a problem). When i remove --nomods and uncheck all mods - problem is back again - does this mean mods are interfering with game even if not activated ?
What option do i have? Unsubscribe from all mods and add one mod after one to check which one is corrupting traffic ?
breaks traffic from outside map, thus making it impossible to get people to city.
Every time i install it and fiddle with car capacity, traffic is gone.
