Cheat Engine works - It's entirely a user side issue. That being said, you definitely shouldn't be using Cheat Engine for something this simple. It can severely mess up your game.
1. Search for unknown value 4 bytes.
2. Pause the game.
3. In the game, go to budget panel and take the loans for 20,000.
4. Go to Cheat Engine, search for increased value by 2000000 at 4 bytes.
5. In the game, payback the loans.
6. Go to Cheat Engine, any found values (2 values) that previous is 2000000 now is 0.
7. Change these values to some money you want to increase. For example: I want 5,000,000 each time, I set it to -500000000. (Please count on zero).
8. Tick on active check box to freeze this value.
9. In the game, take the loans and payback and see money increased.
10. Un-pause the game.

I've literally never seen a single person explain why necroing is so bad, just people like you incoherently demanding that no one do it.
I understand you inevitably being mad at me because I'm just bringing this back up to annoy you, but why would you possibly be upset when someone is answering OP's unanswered question?

Yet here we are nearly 2 years later, and the information is still relevant.I agree with Thirsk.
Sometimes "necroing" keeps old posts, that still have relevant info, as findable when searching for a topic.
Note: Some additional info for those interested in the OP's topic, in case you haven't figured it out, you can search for your current money if you just add 2 more digits since the money value is stored as cents.
So if you have 100,000$, then search for value 10,000,000. This way you can avoid the extra step of fidgeting with the loan thing described higher up in the thread.
Now I'm expecting someone to come along after this post and yell necro yet again.
Not sure if it's a strict rule here, but in other places necroing can lead to a ban.
I've seen a few threads get closed on here due to necroing, though.
If a thread still exists, it is findable via search, there's zero need to necro it.
