Can't build train lines to create a network - Icon not showing in game

Basically i am able to build railways and this is fine but i cannot draw lines between the station to create a network. I've spent weeks disabling all my transport mods stripping them right back to almost none and i still cannot see the icon to create railway lines in my game.

Recently i started a new city after disabling most of my mods. To my surprise, once i placed the in-game train station the tool became available for a while. I then started using my modded stations again and it disappeared. I then relaised i could just place in the in-game station whenver i needed to make a train line. Unfrotunatlely this worked for a while but doesn't work now the city developed. Do i have a bug with one of my stations, or is a mod? I have Traffic ++ , Extended Public Transport UI and IPC

Making subway lines and bus routes is absolutely fine. What am i doing wrong here? I'm hoping someone can offer my some wisdom here.

Do you have a problem with those mods? I don't know... did you actually try turning them all off and starting a city and a railway line?

You have to build a station for the rail line to become available, thats the way it is, I personnaly think it shouldn't be like this. But for it to disapear again afterwards... did you delete the vanilla station you built before the rail option disapeared again? Try a new city and experiement and see if the problem persists and then get back to us.

It's either to do with the elevated train stations or the extra train lines mod. Not sure what it is as they work hand in hand so i've removed them all and the icon to create railway lines is available again. If there was a fix, i would be grateful to hear though :-)
