Train line tool for cargo terminals doesn't work
I don't know what I'm doing wrong but the train line tool doesn't seem to want to work on my cargo train terminals.

Can anyone tell me how to fix this problem?

train line doesn't work for cargo trains, only tourist trains. It even sayes so in the tooltips if you hold over it and read the last line

Ok my bad, I must of subscribed to a custom asset Cargo Train Terminal that says the following:
''Cargo trains can operate inside the city or with an outside connection. Build stations and connect them with tracks before using the train line tool to make a line''.

It seems to suggest that you can in fact create lines between cargo train terminals, but perhaps that was just an assumption on my part. I had already seen what you quoted, I think I just assumed this asset was modded to make it work, until now I hadn't bothered to place cargo train terminals and attempt to create a line between them.

Hopefully someone will make it possible one day.

So then how do you get cargo trains to appear because I don't have any appearing on my map.

make sure there is a way from a factory to the outside world via train.

This usually involves cars coming to/from the terminal. I'd reccomend making an independent circle that has 2 cargo terminals. 1 for outside stuff coming in and one for that stuff to go to your city. Need to limit traffic as much as possible, it's the entire point of using trains.

Yes but i've deliberately disabled the outside train connection because it spawns far too many passenger trains which clog up the network. Is there a way of disabling passenger trains from outside while allowing freight trains to come in.

just remove the track around the passenger train?
it's importnat to keep passanger tracks and cargo tracks sepperate, if not everything gets clogged up even on the rails.

Alternatively you can have passenger trains coming from a different directions tha cargo trains. If you have more than 1 outside world connection or put them on opposite edges of a connection.

ok thanks, although its not that simple because I'm building a real world city, but I'll try.

You want to keep passenger trains out to prevent congestion, but you must let cargo trains in.

To do that, make sure that your outside connections are ONLY connected to cargo stations. You can either have no passenger stations at all, or a separate passenger loop that doesn't meet the cargo/outside connection lines at any point.
