Nope, but med-high is possible, with not so many mods.

I'm only running 1080p, and my gtx 960 does fine so far, but my city isn't huge yet.

i7 4790 16gbs ram GTX 960 I have a 700k Pop city and I still average around 30-60fps on max settings with 1080p. I'm getting a 980TI in a few days so I can hit at least 80fps lol I know there is an fps lock btw.

the rpm on my fans are off the charts when I load up my city though I gets fokin annoying aswell.

How big of a city can I have with a i5 4690 and GTX 960 4gb without lag? Only 8gb of Ram though.

I don't think the GPU is as big a deal with this game so much as ram and CPU. Most of this game isn't very graphic intensive but rather calculations intensive, since it calculates routes for every Cim and every vehicle.

your gonna need ALOT of ram if you want to have like 1000+ assets and mods 8gbs should be enough to an extent. and I estimate you should be able to build a city of 250-300k cims before any noticeable fps drops occur. the game also relies heavily on the gpu and less on the CPU for performance.

perhaps this is why i havent seen any kind of performance hiccups at all. i have:
i7-960, 560Ti, 6GB ram, and running on Linux.

old i know but that i7 as performed better at an overclocked 3.8 than many a newer processor. i have been very pleased with it. regardless though I am building out a new pc with i7 6700 soon so... meh. all will be well future wise in the end.

wtf is 2GB 256bit?

It probably depends on the size of your city. I'm up to around 60,000 people with an i7, GTX970, 12GB and pretty high detail settings and haven't had any performance issues so far.
