City stagnating (I know...)
It's an old problem, but it's new for me. Maybe you guys could help :)

I'm playing on a custom map, where I started off by creating a "support city", a city to get me started. So I've grown that city into a fully functional 50k beautiful metropolis. After that, I started creating the main city on the map, a huge european urban delict. I first created most of the infrastructure (roads, services etc.), at the moment 80% of the city skeleton is in place. And I started zoning and this is where I'm stuck for about 3 or 4 days (about 12 hours in-game). No matter what I do, the city won't grow. I have almost constant demand for rezidential and no demand for commercial or industrial. Unemployment hovers between 30% and 50% and on top of everything, whenever I click on a school I see a shocking message: 0 elementary school students in the city. No wonder there's no growth, no one is going to school, no one is moving in...

And to be clear: coverage is fantastic (health, fire, police, garbage collection, parks and leisure), except for public transportation (as I didn't want to create any lines till I completed the city). But as a desperate measure, I created a train line connecting the new city to the old city and some key industrial areas. Shocker: 0 passengers. I've tried creating a bus line: 0 passengers. So everything about my city is 0: no one is going to school, no one is using the minimal public transport. Have I run into a SF bug or am I doing something wrong?

Please help!

Is traffic coming from offmap into your city? Birth rate usually just offsets death rate. You need immigrants to keep growing.

Yep, I have 2 off map highway connections fully functional.

Are you playing with everything unlocked and already put down the Hadron Collider? Instead of checking an individual school, check the info panel for education.

Dear Ambellina... Oct 23, 2015 @ 7:06pm
you cant make a area that big and zone all at once just put game a max speed, leave the room and wach a movie then come back after 1 and half to 3 hours

Yep, everything is unlocked, I'm just trying to build a beautiful detailed city, I don't care about achievements. The game is also heavily modded and I'm using lots of custom assests. About the hadron collider, I also tried deleting it as I was suspecting it had something to do with this stagnation, but removing it hasn't helped.

I know that. 2 days ago I've tried letting the game run the whole night: when I went to bed I had 55k, when I woke up... 57k (7 hours real time progress).

parks and services! you can never have too many of either :steamhappy:

one problem with unlocking all and unlimited money is that when you have laid it out the way you want it the simulation has to figure it all out, and it may take along time to do that, if ever. . Effective functioning cities are best built slowly....

As I've sad in the OP, all services, parks and leisure are as high as possible.

To be honest, I've considered the fact that the game has to catch up, but it's been too long already. I really don't want to quit, cause I've invested a lot of time in creating and designing this map. Choosing the actual map itself took about 2 hours of research on the workshop... Anyway, I'm going out in a few minutes, I'll let it run for a few more hours till I get back, just to see what happens :)

Thanks everyone for trying to help btw!

I got back home and after 6 hours of running the game 3x speed, i had 57k population. I've uploaded the game and also added the essential stuff, if anyone would be tempted to load the save and check it out I'd be very grateful. I'm really close to giving up...

2 points of observation, first I couldn't understand why there are no well educated citizens in the city. According to the education overlay there should be over 10,000 high school students yet clicking on the high schools there are only 51 in the city, so all but one are empty. Digging further came to point 2, which may explain point 1 and your stagnation problem.

Using the Show More Limits mod I see that there are over 520,000 citizen units being used in the city. The max is a little over 524,000. Why I have no idea, some corruption in the city has happened at some point, a mod? an asset? And how you bring that down, well others have to help there, try what may and deleting a load of stuff doesnt seem to help.........

Hey barry, thanks for trying to help. I also suspected there's something wrong with the save, although pretty much all of the assets I've used here I've also used before and never had such a problem. The same goes for mods. And I didn't even upload all the used assets, only the must haves (such as custom schools, recycling center, train stations etc.) so people downloading the save could see that all the services are well in place. Not to mention the fact that most custom assets are usually labeled as parks, so coverage is sky high in that department too.

Too bad, cause the map and the infrastructure were really well designed from my point of view :(
