For example some sites let you compare graphics card, comparing with the minimum specs:

And for further education, comparison with recommended specs:

So the graphics card is under specs, that is a bad thing.
OTOH CPU and Ram are both above recommended specs. That wont do much to overcome the weakness of the graphics card though. If you can get the game cheap enough you might want to risk being able to play it but I wouldn't have high hopes for performance.
So please ignore the other posters, they are wrong.
Passmark is not everything, and sites like GPU or CPU boss are extremely limited in thier usefulness. Likewise, what GHZ a CPU is at is not everything either.
Your laptop CPU is quite good, better then most desktop's actually. It's slightly faster than a desktop I7 2600K, so no worries there. You'll be able to max out all 9 lots with half a million cims if you so desire. Kinda weird it's paired with a 940M really.

Your GPU is a tad weak, but this game is more CPU heavy, not GPU. So long as AA is not on, you should be getting 30-40 FPS @ 1080P with everything else at med.

8GB of RAM is fine. Windows 8.1/10 will eat about 1.5ish while the game will eat another 4 when your city is at it's largest.

That 940m will give you issues as your city grows. You may get to 9-tiles if you are lucky. But you may need to lower your screen resolution and graphics qualities.
Same here, the 940MX is a little better. The X means you have gddr5 memory instead of gabbs08 ddr3 memory. You should do a little better.
But your i5 7200u is very weak. That U designates an ultra processor which means ultra low power. It is actually a dual core rather the a quad core that gabbs08 mq processor has.
But you may make the default of 9-tiles if you optimize your city at best.
I do not recommend any workshop for either of you as they are external to the game and add a greater load to your computer.
