It doesn't have to be connected. In fact, keeping your internal freight trains unconnected is a good way to avoid train jams.

I just recently experienced this bug with my current city. Immediately after I upgraded the regular road that leads to my Cargo station into one that has bike lanes, my cargo terminal stopped working and every truck decided to move freight by road causing massive traffic backups.
