without proper education it doesn´t matter how high your education is, you won´t get the highest building level ...
and without land value it doesn´t matter how high your education level is, you also won´t get to the highest building level.
Both have to be high enough
OK... so how's the education and land value, access to public transport and leisure - all the good stuff that make your Cims happy?
Are there any other contributary factors such as district no high rise policies or mods that have fixed building growth?
Are using Rico mod and if so have you configured it correctly to allow those buildings to grow?
Or could it simply be that they are european buildings that do not rise high?
Without any more details from you, I can only potshot in the dark.
