edit : to clarify this, I've noticed how cars seem to not care about the tolls prior to installing this mod. For example, I've seen cars just rollin around from tolls to tolls while there was free ways to use
I don't really see the point, though -- you could just use a mod to grant yourself money directly, at that point, or play on unlimited money anyway...
but the slower speedlimit at the toll booth does.
pathfinding picks the fastest route while only looking at road lenght and speed limit.
traffic jams and other stuff are ignored.
As Coookyman said, theres no real penalty to placing toll booths, though if you don't have the "Automated Tolls" district policy, they can easily cause tons of traffic as cars are brought to a stop at the booth.
