High Res Demand, No One Moves In
So I have a new problem, but it's not the first time I've seen it because it happened to my husband in one of his games earlier this week.

I have high residential demand, moderate commercial demand. 5400 people. Playing unlimited money with everything unlocked, total sandbox. All connections are good, traffic isn't a problem, I have several bus lines going and biking is encouraged, and I don't think my other policies are interfering.

The problem? Lots of housing, but people won't move in. On query, it says 0/0 households, but shouldn't it say something like 0/2 or 0/6 to show that the building will hold /x number of families.

Also, I have a small university with 0 students, but lots of people are eligible. The district near the university with lots of well educated workers has education boost turned on, while districts further away have schools' out turned on.

Half my commercial buildings don't have enough educated workers and eventually get abandoned. Population seems to be going up a little, and even though I don't have university students (and have never had any since I put in the university), I saw my workforce grow from 3% to 6% highly educated.

Here's a screen shot showing 0/0 households. All the red buildings are empty, but they all have access to essential services, and I have parks and monuments nearby to make them attractive.

Any ideas on what could cause this? A mod perhaps? Conflicting mods? What kinds of mods might cause the issue? Is it the crazy negative balance? Has anyone else had these problems?

I'm going to keep playing and will try to start a new village on a different part of the map to see if I can get people to move in and get educated, but I appreciate any insight.

UPDATE --- I created a new neighborhood across the city, same problem. 0/0 households.

are you doing it at night time becasue people don move in until day time i think

do you have other mod than the base one?
if yes, check your mod, one of them is conflicting

I have about 40 mods, so that'll be a long process! It's not at night--I have day/night turned off, though I did try turning it on to see if that would help, but no luck.

I don't know why, but for me (this is just in my experience so far) when I have res demand yet no one moves in, it helps to add more industrial zoning (anywhere on the map), and somehow residential starts coming right back in. Then it's the commercial demand, and I add more, and more people come in, then eventually I feel like I have to start back with the industrial again. Just a thought, but it might not be the solution? :chirp:

I have a similar problem but I dont even get any houses built. Mine just stays an empty zoned area even though the need is full.

Office Happiness = 0% - maybe try adding in some offices?

Also maybe the demand for residential is for Low Density Residential and not the High Density Residential building area you have laid down.

The green bar demand means you need the light green Low Density Residential.

@icedude, yes half the houses are full, half are empty.

@angela, I zoned for offices, but nothing grew. Also, I have a ton of low density residential not in the screen shot that's sitting empty. The green bar is demand for residential generally. I don't think it means low density specifically.

@virgotron, I have a bunch of industrial across the highway that was abandoned, and which I bulldozed, so there's undeveloped industrial already zoned that also won't grow.

It's a mystery!

we will need a list of mods you are using, because this wouldnt happen in normal way.

If you hover over the green bar it will tell you what the demand is for. Can you do that and get back to us?

If no offices grow then check that you brought services to the area, doesn't make sense that nothing would grow.

Can you show us some more screenshots of how you've zoned the areas, and roads leading to those areas and services in them.

And list any mods that might interfere with the game behaviour.

The green bar just says high demand for residential, not specifically low or high density, but I have both available. There are plenty of services available: police, fire, health, etc. Traffic flows fine.

Here's my list of enabled mods. I have a lot!

The only ones that I enabled right before starting this particular game (bearing in mind this is the only city in which I have seen this problem) are Daylight classic (which can't possibly be causing this), traffic manager, and the remove seagulls / skylines overwatch mods. I suppose overwatch could be the culprit? Traffic manager is a bit buggy (e.g., remove crosswalks isn't working for me).

Overwatch, and other ARIS mods are not compatible with A.D, so you may want to disable them.

^For a start there's a couple with despawning traffic/remove stuck vehicles tools attached, perhaps some conflict in there?

Building Eyedropper Tool
^Probably nothing wrong there, just have concerns with laying down ploppable buildings (are they working properly as residences/offices etc?).

Control building level up v0.4
^Might be a problem with the above eyedropper tool going by a few comments, though I don't think that has anything to do with your problems.

Tree brush
^This is incompatible with Extra landscaping Tools - I would biff Tree Brush and Terraform Tool 0.8 and keep Extra landscaping Tools which covers all them in the one mod. Again I don't think this is the source of your problem, just something I came across when I was installing the different mods.

Chirpy Exterminator
^Doesn't work with After Dark, again probably not the issue anyway though.

Honestly just looking at your mods I have no real idea if any of them are causing anything other than minor conflicts, can't say that would be causing your issue, but get rid of the ones that have conflicts anyway and try from there.

Thanks Angela. I've disabled the ARIS mods already, as well as traffic manager figuring those were the most likely culprits. Chirpy exterminator seems to be working fine with AD for me, but you're right, that's not likely the cause. I'll give those other mods a try too.
