High Rise Ban = no effect on Tourism Commerical Zoning
For some reason I ban High Rise buildings in a zone, then place Tourism in the area and skyscrapers appear >.< is this a bug or what?

ah, those specilazed commercial are not "high raise". Sure they look like it, but when clicking into a building, you will see they have only 1 level, so they are treated same as specialized industry, have a fixed appearance and stat, do not lvl up.

Jupp, i already wondered a bout that too. S:C should merely introdue also levels for that kind of industry/commerical. Its helps layouting your city better, like in SC4. low - medium -high density. With zoning medium you could spare that high rise ban policy all together, and you could apply it much more fine grained as opposed towhole districts. The more policies you need the more looks your city like a checkerboard. And just because a road isnt suited for truck traffic its not supposed to be a whole district. Some design flaws there...

if you want short-looking specialized commercial, try leisure commercial. They are game shop, bar, club, etc, compare to "high-raise" tourism one.

heads-up warning that leisure commercial comes with red-ish light at night.
