Does the cars drove slow from the beginng on or after a while?
In my city, after some time playing the game and/or doing some "refinement" suddly the speed drops and the vehicles creep along.
Restart the game and the are on normal speed until ...
I have same issue of slow vehicles, not using Chaos mods, have found a workable workaround, a possible culprit, but can't solve/find a for sure root cause, so just use a workaround that essentially solves the issue for me - on 3 different cities having the same problem....Read on for more!
I have/had the same problem. I must have a problematic asset or a buggy mod or something, because I have been playing for a few years, have lots of mods, have 3 big cities. OVer time, the cities would just start going REALLY slow. Vehicles and people moving really slow, and CPU usage would be almost 2x as when game runs smoothly.
I have a Ryzen 9 5900x, 64GB, and started a brand new city on Feb 27th, with Airport DLC. I used unlimited $ to build a nice airport, game was running well. Then I started building the main city and then about a week or so into building, the slowness started.
I was like OH NO! This is the same thing that happened with the last 2 cities (that I spent a LOT of time on) so have been trying to figure out what mod or asset slows me down.
So I started hunting...
In TMPE Options, Maintenance, there is a button "Reset stuck cims and vehicles".
When I hit that, the CPU usage drops in half, and the city comes back to life, planes zipping like they are planes, trains railing around like bullets, and cars driving around like they are supposed to be....this reprieve lasts for me, depending on the city, for a few minutes at most.
When I look at the TMPE logs, it shows resetting stuck cim (no path) for many thousands of cims. I have no idea where they are getting stuck, but obviously I reach a threshold and they get stuck with no path, and the game slows down bigtime.
So as a work around, I have used the mod More Shortcuts to create a hotkey to the Reset Stuck Cims and Vehicles button, and then a windows program called Macromaker to press my hotkey every 2 minutes. When the hotkey is pressed, the screen border flashes red as though the game was on pause, but only briefly, and the menu click sound is heard. (if in full screen, only hear the click). But, when that click is heard, I have a happy city and if it starts to slow down before the macro kicks in, I can hit the hotkey to reset.
So, not a solution, I haven't figured out root cause. I have 3 saves I can share with anyone who is up for a challenge. Will need MOM, More Path Units, More Citizen Units, TMPE, Remove Need Pipes/Electric at barest to get them to load. I have over 7500 hrs in game so consider myself experienced with it...but not enough to solve this problem :(
PS - not sure if this is related, I have have keep a version history of my saves (up to city-2022-5t (started at 1a)) and found something very interesting. For version 1a-1g of my city, I was building the airport (one of the new Airport DLC included maps) and then 1h I started building roads. The toggle it mod lets you turn off buildings, and I noticed something underground (one of the buildings left a hole so you could see under ground when toggle it toggles off buildings (neat feature btw)).
In the exact center of the map. Dig a large hole about 30 units diameter all the way down. so I could get closer to what I saw. It is a what looks like a Bloody Penguin tram road stop (the overhead glass type) with people pouring out of it. From far away, (outside the hole), there is something else down there covering the people, but getting closer, that something else disappears - it almost looks like a squashed Opera House....These people move, even when the game is on pause. Is it Cim Hell? I am not even sure if this related to the slowness problem, and the versions of my city that don't have them down there only have the airport and a small industry area, nothing on that portion of the map where the underdwellers reside....I can't delete them or move them or touch them....
So, I guess this is a long answer to Yes, I have the same issue, I have worked around it, I haven't solved it, I may have found a red herring at the middle of the map, but I am happily playing it with an auto-click reset stuck cims and vehicles every 2 minutes.

Basically any time you clip an object with another one, the pathing gets broken.
Look for buildings not sending out any vehicles, cims not exiting airplane stands, harbours not sending out ships properly etc etc.
That makes me think if this ..
