If you are asking about CS2 then NO wait another 25 years and they might have finally fixed it.
The second one was rushed out with MANY bugs and problems, but they have decided not to use steam mods and have their own mod system instead, which is sub-par at best.
They seem to not be interested in fixing this game and the current bugs which everyone is complaining about also go ignored.
So basically, the first one is so much better because of the love and time the community put into the game NOT the devs.
This is the first game.
Cities Skylines II is the sequel, as the name implies, and while it does some things better, it suffers from big performance - even on top of the line computers - and stability issues on larger cities, even unmodded ones.
Also, as above, it does not have Steam Workshop, uses Paradox Mods, which I do agree is a much inferior way to get mods.
Speaking of which, mod content is much inferior, of course being newer has a lot to do with it, but also the devs have not provided modders, or took them a long time to, the tools needed to create them. If you think of modding, CS1 is in general the way to go.
DLCs to not consider are the radio DLCs. Content Creator Packs are an either or purchase. For DLC you want, just place them on your Wishlist and Steam will tell you when they are on sale again.

This is only a search engine for best prices on legit stores. It is supported by Steam, paradox, Epic Games, and others. I try to use only one store for all DLC, so if you buy more than one DLC and return later for more, you should get roughly the same deal.
Right now, most older DLC are about half price. But the engine sorts by lowest price. so you get the best deal.
I think it depends on the player's play style, there are some DLC that adds new game mechanics to the game or at least improve those that are in the base game that can be appealing to some and not for others, that doesn't mean they are all trash. What I suggest is to watch DLC reviews in youtube before you buy the DLC so you won't regret it later.
Expansion packs tend to be a worthy addition as they usually introduce stuff that you cannot get even with mods.
Industry DLC is the main one. You also have some transit content in Snowfall, Mass Transit, among others, and district based services that while not strictly necessary, but allows for quite a bit for further customization in the city.
Asset related mods, not so much, but there are always people that prefer to play with no mods - or just can't, such as console players - or just like the content that some or all of them offer.
This ain't for some weak pc, note. My PCSpecialist 10875H Ionico gets 1m population at 25fps through an ingame day in a slow 30 seconds, but CS2 runs worse at half those populations on top rigs I've heard, and the gameplay is a quarter of 1 at best when I last could be bothered to check way back in May.
Basegame, which I played for 5 years before any DLC, is £6.50 currently, all is for £225.63, which looks much, but spread over years and only buying when and what needed using MJ's link above its still a buy.
But then there's 2. Which I'm gonna have to try out again soon.
DLC's are worth buying. IMO
DLCs...depends on which ones. Many of them are necessary for stuff like trams/light rail, and other "goodies" the asset/modding community makes on here.
I would buy the base game and the following DLCs:
- Green Cities
- Sunset Harbor
- Plazas & Promenades
- Industries
- Parklife
- Campus
- After Dark
- Snowfall
- Mass Transit
- University City CCP (content creator pack by Michael Warren, also known as "KingLeno" in the Steam Workshop. VERY talented content creator. )
- Bridges and Piers CCP (by "Armesto" and "REV0", two excellent creators)
- Mid-Century Modern CCP (by "REV0")
- Brooklyn & Queens CCP (by "Prosper", who has created TONS of awesome NYC-inspired assets for free on the Workshop).
The rest of the CO (Colossal Order, the game's developer) DLCs really don't add anything noteworthy. For example, the "Airports" DLC. You don't "need" it. There are good, functional airport assets/mods on the Workshop that you can use to build airports, that are better than the "vanilla" airports in that DLC, in my opinion.
The CCPs are from asset/mod-builders who have released loads of free content right here on the Workshop, and I buy those to support them and their work, because they do a really good job.
The "radio station packs" are purely CO money grabs that just slow your game down, in my opinion. I usually listen to Spotify playlists on my earbuds when playing, so they're useless to me.
BY THE WAY...the base game (and DLCs) are on sale right now on Steam! I'd snap it up if you can.
