As far as snow, you need the Snowfall DLC and then it is just maps that come with that DLC. I have not heard of any mod that will make it snow. If there is, it will not turn the ground or assets white.

But it is not seasonal
You can play the version with snow or the version without snow between saves and you have to completely exit the game to change the environment and enter again.
It's an inconvenience but I say it's worth it. The city in winter has its own charm.
A way to plant a lot of trees but I do not recommend it.

Technically, only maps created with a winter related theme can have snow, but you can use the Environment Changer or similar mods to change any map themes to your liking, in the Load Game menu.
The Unlimited Trees mod works well.
It is not unlimited - around 2 million trees - but you will be very hard pressed to get to that point, even with 81 tiles available.
Changing the environment is one thing, changing the theme is another.
The environment is responsible for the snowfall, it changes the precipitation mechanism and also cover all the buildings with snow - for that you need the Snowfall DLC and Environment Changer.
The theme does not change the appearance of the buildings and the rain, it only changes the texture of the terrain and the atmosphere, and it is not dependent on the Snowfall DLC.
There are many ways to change the theme but only one for Snowfall ( precipitation + buildings ).
