Yes, I do agree the game's basic vanilla gameplay rules are not conductive to island playthroughs.
If needed, try to use Unlimited Money, or a similar cash related mod, only until you are financially profitable, harbor or airport included.
I tend to prefer not using cheats. I like the challenge of trying to make things sustainable without assistance. I just feel like people should be able to make cities on remote islands in the middle of the ocean without some magical highway bridge coming in from the edge of the map.
I get what you are saying, unfortunately game mechanics as they are do not allow that.
Unlocking airports and harbors themselves would be a bypass of the game core mechanics and hence technically "cheats".
Even if airports and harbors were enabled, they would still cost a sizeable amount of $ to build and maintain, that is hardly available in the beginning of the game.
The unmodded alternative is to play a map with a hidden road connection - many if not most island maps have them - and remove such connections once the city has grown enough to build airports and harbors.
OP wants to play island maps, without cheats.
Which is not possible in the game now due to game mechanics.
Unlimited money is the only feasible solution, or OP just needs to temporarily use roads at the start until he has enough infrastructure to maintain a small city.
He should be able to load some transportation assets into the asset editor and customize them so he can get cims to move into houses. They should be very weak and only used for the short run.
once you get a small seeding, then cims will multiply on their own without outside connections moving cims into the city.
Otherwise, he could just play at the start for a few months, then bulldoze the outside road connections. Then there should be plenty of cims to keep the city alive.
It may take a few tries to get a proper balance before bankruptcy kills you.
Personally, I'd just try without roads and unlimited money a few times to see how it goes. Then try balancing.
