My experience is the exact opposite!
The idea of new DLC has reignited my love of the game.
I hope they keep at it long enough till they get a working CS3.
RIP CS2
- I clicked any mod updates [OK], then closed the game and closed Steam.
- Started the game again and repeated the above.
- If I recall I repeated the above again once more.
The game and my current city then opened and ran error free.
This is normal when a new DLC is released whether you buy the DLC or not, as the core game gets some updates in terms of fixes etc..

However, I must confess, I was concerned and nervous as I always am whenever the game receives an update and extremely relieved when my city loaded without issue.
I am ever so grateful that the devs of our favourite mods remain willing to co-operate and produce updates. Also asset creators continue to make new assets for my favourite game ever. - City Skylines ONE - The original gangster of city builders
It updates automatically.
If you are not willing to put up with that, either do not use mods, or get games in a platform that does not autoupdate the game and the mods.
Steam always autoupdate both games and mods, but there are - complicated - ways to roll back game updates, and to run mods locally.

CS1 gets updated (always good) and cry about CS1 still being updated. Which means it's not abandoned. A good thing.
I hope they keep trying to fix or up update the game forever. But we all know if and it's a big if they ever fix the mess that is CS2 they never touch CS1 again.
But as bad as CS2 is at its core it's going to be a while.
CS2 should have been a license to print money. Yet instead of waiting to actual make a working game they that do a cash grab releasing a broken game. That costing them more than you could imagine.
They'll get up fixing it one day (maybe). But it cost them millions in sells they will never get back.
I for one would never by it. I always have it in CS1 with mods. I don't see a reason to buy it again and the DLCs to come to add content to it the left out only so it could get added back later in a DLC. I'm not paying twice for a DLC. I have it in CS1.
Why buy the same game again. I guess CO knows people are stupid and they buy it again when they already have the game. Gamers sometimes aren't the brightest of people.
