I play with 15 mods and over 500 assets no problem
(But I have a lot of other crap running in the background lol)
16 is better, this game eats memory and cores, the more the better : )
If you want to use a lot of mods, then since most of them are scripts to modify the game mechanics in some way and involve the CPU and not so much the RAM.
If you meant assets and you want to use a lot of them, then RAM is the important factor. The more assets you subscribe to, the more RAM you'll need.
You say you want to use a lot. If that's a lot of assets, then no, 8GB won't be enough.
16GB would be better.
Anyway, the last city I loaded with a few mods and tons of assets was 15GB for the cities.exe file alone, or 17GB total with win10 and nortons plus a myriad of files loaded from random installed programs.
I would buy 16GB minimum if you plan on very large cities (past 9-tiles) and lots of pretty custom content from the workshop. It can add up very quick. Especially with windows plus anti-virus programs, and miscellaneous programs that run in your system tray (down by the clock.)
But as Minoris said, don't focus on RAM as this game uses the CPU most and you can extra memory later. But 8GB would be minimum.
Maybe post a budget or what you've selected for parts to make sure you get it right the first time.
There's nothing worse than buying a new system only to find it isn't enough for your needs.
Five years later, I'm already starting to contemplate having to build my next...

Only thing ill comment about Win 10 is itll pre load a lot of useless crap into your ram, so 17 sounds like windows on your pc needs to learn its place--or IMHO it needs to stop loading what it thinks are the most used programs into the ram and let the user decide how the pc is used.
Back to the game though is that i agree with
balancing your hardware based on your needs and intended use of it will work in your favour, if you are one though that uses Win10 out of box without optimizing it. Id suggest that you look into modifying the OS first as it WILL impact your gaming experience if you are using alot of demanding games.
Long story short, if you can afford more RAM, get it. You won't regret it, and I think 16GB is going to be standard very soon. And it's less of a cost jump than getting a better CPU or video card. And the way that I look at it, 23 years ago, 4MB of RAM cost $200. Adjusted for inflation that would be around $330 today... for 4MB or RAM.
Get 16 GBs.
