EDIT - Actually it is among the content/mod-options, "Creative Mode". Along with "Unlock All", which does away with those sort of strange unlock-milestones. It disables achivements though, as a warning for those that value their achievements.

Unlimited money ;) Go to content manager/mods and you'll see it there.
It won't hurt him and besides that's the way he wants to play, it'll be a steep learning curve for sure, his cities balance might be out a bit, watching this vid and others like it may help balance it a bit.

yes
you really must be doing something wrong. i just started playing today and have no money issues at all. i don't even need to take bank loans. i took a couple just get some really expensive stuff easier, like the 150k department store. maybe you are starting off way way way too huge right away to be broke so fast. i can build all my starting roads and have 60k left.
my biggest issue is dealing with traffic later. i don't want red lights everytime i intersect a road, it seems impossible to make stop signs.
I've never understood this mentality.
Why do people get upset if someone "revives" an old thread?
Just because something is old doesn't mean it's lost it's need to be discussed.
Heck, I found this thread in 2025 and the info was important to me.
If someone makes a new thread for the same discussion, then people will gripe about that too.
Necroing old threads is refrained in most online boards, especially when it does not add anything to the discussion, and/or is not related to the original topic, as it was the case above.
Opening a new thread, and with detailed information about the issue, is usually the better course of action.
