My game stops responding halfway through loading while making a city. Please help?

Sorry, but I don't understand what you are trying to say.
'...halfway through loading, *while making a city*...'.
So what is loading then?

If you mean that once the game is running and you then chose the city to play from the saved games which then crashes as it loads- check the number of mods/assets/maps you have downloaded from the workshop. You can do this in the game menu or by visiting the workshop page on steam and viewing subcribed items from the menu. Delete or switch off a batch then try to load and run your game- repeat the process until the game does run. It could be too many assets/mods or a conflicting mod. Good Luck!

I meant as in I created a city from the menu then it starts loading up the game itself, then stops loading halfway and stops responding.

I had this issue too, if i clicked my mouse button the game would crash, but when i waited patiently it would suddenly continue loading, albeit after some minutes. I don´t know if it´s because i had many mods back then or "just" 8 GB of RAM, but since upgrading my RAM I no longer have this problem.

Well, I removed all my workshop items and nothing is enabled, still happening.

try disabling your assests, I had this problem and that helped

Could be some corrupted file which the game is trying to load. I had this same problem a few months ago. I re-installed the game and the problem was over (bit of a *%$@! when you have hundreds of mods/assets :-x).

As pointed out by others, try having Steam check all of the gamefiles for any corruption.

If you can, check Event Viewer for some helpful information: In Event Viewer navigate to Windows Logs > Application and wait for it to load, picking out the most recent event (which will either be an Information or Error). If you can post that here, you'll see something like:
