"building needs to be covered by more services"

I only encounter this for my Office buildings.

They have full fire, police, and health service, bus lines with multiple stops, and a college, plus a LOT of parks that increase happiness, land value, and area beauty. I'm not sure what else to put to help them grow.

Do I really need a crematorium or an elementary school? They have full garbage collection coverage, but the incinerator plant isn't close by.

What am I missing? Thank you for any help.

No, nothing. It's just when I hover over the levels indicator that it tells me it needs more services in order to upgrade.

I placed the elementary school, and that helped a few buildings actually, so I kept it, but there were still others that were uneffected. I placed a crematorium with no effect, and I placed a high school just to experiment, and it had no effect.

Maybe office districts need things like Airports? I don't know. I've had the game for months but I'm still growing my very first city.

office needs university, it has very large range so you may only need 1, or 2 if you have spread wide city.

Have you tried upgrading the roads? Sometimes, ugly roads and noise pollution can hold them back.

There's a mod that adds additional info for the tooltip of buildings, including graphs and bars for each service required.

Very helpful for cases like this (and just a nice thing to have in general)

Thanks. Found the mod. Tells me I'm lacking Transportation. But I have bus stops all around the area. Can anyone confirm that Level 3 offices need metro/subways? What about a Taxi Stand?

I had the same problem and for me placing some bus stops (even if they didn't make sense) in the area solved it

Or you could try the new trams to see if that helps ;)

I seriously have everything around this area, even if it doesn't make sense. I have an elementary school in the middle of an office district.

I guess I could try adding MORE bus stops. Like on every corner. Just everywhere! I'll give it a shot.

I had this issue before with offices. They don't seem to want to level up for a long time. There is a force level up mod in the workshop which I've used before (not sure if it's compat with snowfall or not).

I had issues with my office until I found an article that said office need education as well. I had to put all three school types in area before they finally upgraded.

Maybe more transit options such as trains and metro?

also, give it time to level up. They don't shoot through levels immediately.
