I typically look for a tile with 3 sides with water (shorelines attract wealthy). I usually flank the two sides with passenger trains, then the main shoreline for passenger ships. Taxis seem love ships and work great with them.
But the higher wealth cims, the more taxis flourish. And not by a lot either. They don't like flood the airports or ships, but there should be many taxis that are noticeable.
I forgot, I place the base game international airport to the rear, not on shorelines.
In other words, taxis love the whole After Dark DLC a lot.
