Then buy whatever DLC you want, or think you need to play this game.
i started with CS2 with Gamepass and YES CS1 is better (i have 3 dlcs with the platinum edition) i dont think than you have to buy everything , the game is already very good and the workshop is amazing. the game is more *polished* than the second one i'd say
That leaves expansion packs:

- Plazas and Promenades
- Financial Districts
- Hotels and Retreats
- Airports
- Natural Disasters
I organized it in my own personal ranking, from my favorites to least liked.
None of them are essential, so I suggest you do your research and see what these DLCs offer that you might be interested. No point getting Natural Disasters if you are OCD about order and do not want to smash your cities to pieces.

As for CS2, it is a so-so game, certainly not well optimized and stable yet.
Performance wise, CS1 is better tit-for-tat - similar city sizes, etc. Plus Steam Workshop and a much better modded content variety. So for most people CS1 will be the game to go.
That being said, CS2 does offer some content that is included only in DLCs or mods in CS1, better building tools, and no discernible hard coded limits, plus modular content, so it does have some advantages over CS1.
The road tool alone in CS2 makes it difficult for myself to go back to CS. Not to mention having seasons is nice, compared to an always summer or always winter map.
The amount of mods I need for CS to make it enjoyable makes me happy I upgraded my RAM. Realistic population is an absolute must for this game (but also makes the early game VERY slow).
Having said that, Economy 2.0 for CS2 had me thinking of jumping back to CS as I find it completely un-enjoyable now, and there really aren't the mods there to fix it yet. Only reason I'm not going back to CS is I ended up buying Workers and Resources.
As for DLC? It really will depend on what you want out of the game and I honestly have a hard time looking at CS without using all the DLC at this point (even the radio stations which are lightyears better than what CS2 has).
And the biggest issue with CS2 i have is the lack of content. Maybe end of the year you can come back to CS2 but i already forsee that CS2 will never be better than CS1 in terms of gameplay and fun.
