Can't unlock "Higher learning" achievement

I can't unlock "Higher learning" achievement since campus DLC come out, with "Achieve it" or later "Game Anarchy" on. I check it in "Find it 2" and place all buildings again but still nothing happen. Does anyone have the same problem?
