Have you tried setting your page file allocation to manual and setting the minimum/maximum to a set value, say, 4x that of RAM? Automatic page file allocation sometimes fails to keep up with memory requirements fluctuations and you get crashes that way.
I do not use GeForce so I cannot help you with that. This might help:

Yea, I did see that one. It unfortunately did not work for me.
How do I make the page file allocation the maximum? I'm not very tech savvy.
Also, how many subscriptions do you have in total on the workshop?
What are your GeForceNow specs?
A simple solution might be to copy your steam workshop folder to geforcenow. You will need access to appdata to copy mods to the mods folder and assets to the assets folder.
Mine is located at:
C:\Users\Mark\AppData\Local\Colossal Order\Cities_Skylines\Addons
You'll need to change Mar to your user folder name.
Hopefully it shows up in geforcenow and able to select all workshop you want/need. But you may need 32GB minimum for this game. and more, depending how much RAM geforcenow has. This game has a severe memory addiction. LOL
This method will not work if the game requires you to restart cs for the first time after installing mod and launching the game.
Do you mean start the launcher and wait until the donwload manager is finished?? I don't think I understand what you mean launch the game but do not start the game...
But GFN stops due to inactivity after like 5 or 10 minutes or something like that and if your mods take longer than that to download you need to make sure you have started clicked "Play" at least. This will allow the mods to continue downloading but not force GFN to quit.
