I would go for mods first.
Focus on expansions - #2 in the webpage above.
Preferences vary.
Industries is probably the best bang for the buck, and Mass Transit is also well rated.
I personally like Snowfall, if anything, for the trams.
I also like Parklife and Campus.
Wait for a sale which happens quite often.
Not a dumb question at all. And to answer it, yes, you most definitely can use them in existing cities. A while back I bought a bundle with three or four of the DLCs, and all of my existing cities I had made beforehand loaded just fine after I had bought and activated them.
The only issue I can think of that you might have is that if you subscribe to content from the workshop that requires a certain DLC, and you either disable it or don't have said DLC, the asset (building, etc.) you subscribe to more than likely won't work in the game until you either buy or activate the DLC that's required for it. But the game itself and all your saves should load just fine. If you're playing strictly vanilla with no Workshop content whatsoever, this won't be an issue.

This really depends on personal preference and what kind of city you want to build. Personally, I wouldn't consider any of the DLC "must-have", as you can subscribe to mods right here on the workshop for free that provide most of the functionality and features you would get with the paid stuff. Although, some content creators use props and other items from the DLC to build custom assets. So if you want to subscribe to those and put them in your city, you have to have the DLC it lists as a dependency. So there's that.
But, let's say you want to build a city inspired by Buffalo or Cleveland or something like that. I would recommend the Snowfall DLC. That, coupled with the Theme Mixer mod available here on the workshop, really adds a sense of realism in my opinion. There's also a mod that lets you change which style of map you want to load into your city at startup (maybe somebody can help me out with this, I forget the name of it offhand). If you want winter and snow, you can choose to load the winter map. If you want it to be spring or summer, you can pick one of the other maps.

Read what the DLC says it gives. If you like what it gives, then it's a good DLC. Don't buy what other say is good. Their tastes maybe different from yours. It's your game not theirs. It's your money not theirs.
I may tell you Geen Cities is the best DCL ever made. Then you get it, and You may find it to be a load of poop. Why? Because it adds want, I want not what you want.
Saying that I think Green Cities adds a ton to the game. Not only buildings. Different way to get rid of trash. Eco friendly things as well. Saying that you might hate it.
Snowfall to me is trash. But others will tell you it's a must have.
Which ever help the game to play the way you want it to.
