Can you confirm you have steam installed on your computer and not through the web? Not sure if this matters but it's a thought I have.
Out of curiosity, if you log out of steam, then log back in does that trigger any downloads to start by any chance?
Also, not sure if you are just posting this as it's occurring, and perhaps some over large file size games or workshop items are downloading before these C:S ones?
It can take a long time for steam to download everything. Also, after download, make sure to enable the mods, as only assets auto-install by default.
makes sense, as mods will modify the game and possibly break it, so you would need to manually enable them all.
also, you can "Enable All" in content manager for your saved game, and it will not only enable all of your workshop, but it will also disable any workshop that wasn't enabled when you saved the game last.
Also, Steam won't auto-install new games on a different PC install. Otherwise, it could install every game you own and fill your hard drive. It will auto-subscribe to all of your content as it is coming from the Steam workshop and already enabled in the workshop.
But if Steam isn't downloading workshop at game launch, then you may try to verify game files for CS1 (from CS1 in your steam library), and it should trigger to download everything.
At times mods and/or assets might not show up in the Content Manager - this might be seen even in older installations, not necessarily only after a fresh install.
In this case, try verifying the integrity of the game files, then starting the game again.

There's also an additional issue I notice sometimes where although your assets are installed, the content manager is empty. To fix this, just add or remove a new asset while the game is already open, that'll cause it to realise it shouldn't be empty.
