Population isn't an active agent limit. It is just a normal array limit of 1,000k. It is easy to break the pop limit by making your own assets with very high household amounts. I hit the 1,000k limit in 9-tiles of the base game. It is basically a spreadsheet limit, like the old simcity games of the 90s.
Realistic mod can alter building households, so you may be able to modify it with the pop mod, or just make your own assets in the asset editor and avoid the mod altogether.
