are all your power source connected to each other? from quick look. it seem your current power grid do not have enough power.

if i am not mistaken, the eletricity availablity is the sum of all power sources. but if the two power grid are not connect to each other, then your local power grid can still run out of power

If jk2l's comment isn't the case, try unpauseing the game and see if the notifications go away.

well, i'm producing 80 and consuming about 52mw
the city has three wind turbines (which doesnt require power lines, right?) and a single power coal which is well connected

unfortunately, nop. the inhabitants just get frustrated and go away with time

Wind turbines require power lines as well. Unles you built them near houses, and the electricity "jumps" from the wind turbines to the houses.

Check if the blue areas around the wind turbines are connected with other blue area's.

Can you take a screenshot with a wider view so we can see the entire power grid?

it seems that was the problem, i built some power lines connecting the turbines and houses and the notifications gone
thanks :)

Each power generator have a limited power range that does not require power lines. they are illustrated as blue area in power line view. Same for power consumer

if there is even a small gap in between two blue area, then those two area will be consider as disconnected, and they will require power line to link them up.

here is an example https://www.youtube.com/watch?v=iznGOA4Bbfo at 1:30

you can see there are 3 power grids, one on the left that connect to main city, one power grid in middle with wind turbines that is generating power but also isolated and disconnected, and one on the right that do not have any power generator at all

the important here is that the middle power grid that generating power should added as part of the "Eletricity Production", but the power grid itself is isolated and not giving any power toward the main city nor does it give any power to the small town on the right hand side
