As you have mentioned it, it already exist for other Paradox game's so it might also come to this one at some point. However I believe it is more expensive then buying the actual game + DLC's.. at least in the long run..
My thought process is, if it's 5 bucks every month (like Crusader Kings 2) for all the DLC, and it costs 227 something for every single DLC, that's 45 months at least. To someone who can't break his bank over the 167 I'd actually have to pay for the DLC (33 months), that's still over two years of owning all the DLCs before it becomes more expensive. I don't know, maybe it's not as worth it as I thought, but I just think it'd be really nice.
But I think what you said is completely valid, you have a right to that thought, and that idea, and I can't tell you otherwise. It'd just make it worth it to me, but since you already have all the DLC, or people that have most or almost all the DLC might be playing it, it wouldn't be worth it in the slightest.
But as he said, necessary DLCs . cut out the useless ones or the ones that add nothing the workshop doesn't (Bridges etc) and you are a lot less. Sure for a while it may be cheaper, but what about later down the line after it's no longer economically viable? What about years later when you want to go back?
You aren't wrong, a subscription would be cheaper up until a certain point. It'd be more efficient to use the subscription for a month or two to see what DLCs you'd like to permanently purchase then purchasing them. But, as people said. DLC subscriptions are a money hungry scheme. Especially considering most DLCs now add nothing the workshop can't.

They're not inherently bad, and could be an interesting choice if priced adequately, but that never happens.
The whole point of subscription models is to get you to pay more. It's psychological trickery to get you to waste your money in the long term by tempting you with a smaller number short-term.
Or you could be smart enough to not buy everything at full price. There are 50% off sales quite often, and with patience/luck, you can get it for even cheaper.
It's pretty rare, but there's been a few bundles.
There are similar subscription services available here on Steam although I have no idea if they are changing in prices if you for example move to the Philippines or Brazil, to adjust to the local economy.
Assuming it is legal.. Do what you want.
Technically, if you play the game.. They need to have bought it for you. You can't let 5 people all play a game bought one time in a shared subscription.
So, unless Paradox is running the subscription service.. I'd say no.
I mean.. I do the EA subscription service on steam.. I like it and play many games I would not have bought.
I do the Kindle subscription service where I read 10 books at a time only. They all have their place.
Apply this "$5 USD subcription" idea for all the games you play in a month. 6 games already equals $30 USD/mo. Throw in an MMO which is typically $15 USD/mo if not F2P (hate store/micro transaction shops) you're at $45 USD/mo. That's nearly the cost of a new game every month ... NO thank you.
Its like the folks that complain about cable costing so much a month ($60-$80/mo or more) then turn around and spend $100+/mo for Amazon Prime, Hulu, Netflix, Swing, Disney+, CBS All Access, plus what ever sports package they want in order to get the same content or less. Blows my mind
Just save your money and buy the DLC if you must have it, You will potentially save hundreds if not thousands of pounds in the future. If you want to see what a Game and DLC has to offer then go onto YouTube and watch a gameplay review.
The subscription model is a predatory rip off practice and in my opinion should be banned. Its structured to give you instant gratification while slowly extracting money from your pocket. Do this over multiple games and this will add up to serious cash very quickly. You will NEVER own anything by renting something.
Edit
Just looked at my games library and have over 500 games. Imagine if I had rented all those games?. I would not own any games but still have spent a similar amount of money if not more. See, Its a scam.
