There are some weird mechanics on the edge of the map, and maybe the cargo ships get beached as they spawn in, that's why they don't move. As soon as I gave them their old behaviour back, they seem to be able to climb onto the map again.

Hey man I know it's almost 2024 but I just wanted to thank you so much for showing that mod. You've just fixed my very first and biggest city in this game. I was so frustrated by the fact that the ships were always stuck and my whole industry was always dying because of this.
My only solution for over 2 years was giving my city a ''life support'' by using an infinite goods mood whenever the period where the raw material issue started to show up. But it felt so fake to me and really sad.
Right now with that boat mod you showed my city is working like clock work. I really wanna thank you again so much for this thing.
