Bug: cargo ship stuck at the edge of the map resulting in no raw materials
I've found a bug
40k city, one cargo harbour and one cruise ship harbour, one cargo train station, lots of highways, industrial district near the highway and the harbours and well connected to the cargo station. No traffic jams between them.

Suddenly, from 3000, the import drops to 1200. My oil power plants (near the industrial district) run out of oil and lots of industries have the "not enough raw materials" alarm.

The highways are free, no jams in the normal streets from the highways, trains are arriving but I notice that no cargo ship is arriving.

I zoom out to the whole map view, and I notice that at the edge of the map, where ends/begins the ship route in the sea, there is a cargo ship rotating on itself, stuck. No other cargo ship is arriving, there is only that ship that is stuck and rotating. Cruise ships are arriving and leaving normally, though.

So I deleted the cargo harbour. After some minutes, the import got back to 3000 since the materials were now arriving via highways and cargo train station, but the ship was still there, stuck. Rebuilding a cargo harbour didn't change anything.

So I deleted both of the harbours, the cargo and the cruisers one. Every ship on the whole map disappeared.

I rebuilt the cargo and the cruisers harbour, after some minutes both cargos and cruisers ships began to arrive again, as normally do. And no ship stuck, import stable at 3000, so the workaround of demolishing all the harbours and then rebuilding them solved the issue.

But, it is a bug/glitch.

Now I'm at work but I have the savegame at home, I can post it tonight

Or, if I'm not wrong about my mods, with the Advanced Vehicle Options mod you can manually remove any vehicles from the map by clicking on it and selecting remove. I had a LOT of stuck trains that crippled a lot of stuff and only by removing them manually did it solve the problem. Hope it helps you out.

I know this is an old thread but seeing that there was no universally confirmed solution to it yet, I thought I let you know what I found. Maybe it's just a coincidence as I installed several mods trying to fix this, but as soon as I installed the following one, the ships started moving on their own again:

There are some weird mechanics on the edge of the map, and maybe the cargo ships get beached as they spawn in, that's why they don't move. As soon as I gave them their old behaviour back, they seem to be able to climb onto the map again.

Hey man I know it's almost 2024 but I just wanted to thank you so much for showing that mod. You've just fixed my very first and biggest city in this game. I was so frustrated by the fact that the ships were always stuck and my whole industry was always dying because of this.

My only solution for over 2 years was giving my city a ''life support'' by using an infinite goods mood whenever the period where the raw material issue started to show up. But it felt so fake to me and really sad.

Right now with that boat mod you showed my city is working like clock work. I really wanna thank you again so much for this thing.
