Also, to my knowledge, the rain doesn't include lightning or visibly affect anything (no fluctuations in wind currents to make trees sway more). Another visible mistep was making rain purely aesthetic (albeit poorly) because snow isn't the only thing that can impact traffic. They could have done something to incorporate the plumbing system like Drainage points to prevent flash flooding or even ordinances that prohibit driving over the speed limit during rainfall to prevent accidents (to further prevent backed up traffic).
With that in mind, shovelling out both of these DLCs seems even more rushed.
You would probably pay 13 bucks for a dog turd on the sidewalk, "hey you here's a dog turd sandwhich for 13 bucks over here we call it a poor expansion but if you'll buy our dog turd sandwhich we will sell it to you.

Funny because you don't even know me, My parent's happen to own an island resort, a private plane, helicopter, yacht, an RV, and other stuff so my whole family are millionaires so I am far from being "cheap" thank you very much. I hate people that assume things when they know nothing. But back to the point of this post. It wasn't the money that is the issue it was the fact that the DLC just plain sucked. It was never about the value for me it was about the content and quality. Also they made it sound like the snow could be added to any map and it would snow from time to time however that is not the case you have to be on a snow map and there is constant snow. I love snow and that is why I was excited for this DLC however I don't like the constant snow because it is not realistic.

I agree that they should add it as seasonal change... On like european maps. But they adds a tram system which i missed allot from simcity 2013. And some new game mechanics like temp change controls power usage by citizens
